Patch Notes - 2/15/2023

New features and adjustments for all the star systems:

1. Added description of special effects of systems on the Blueprint screen.
2. Added explanation of system properties on Blueprint Design screen of Super Capital Ship.
3. Improved refresh mechanism of Privateer Fleet nearby the Base and added corresponding behaviors including appearing, cruising and retreating.
4. Optimized the display order of Observer tab on Chat Channel.

Bug Fixed:

1. Fixed the issue that the interface displayed abnormally when the update interface on PC was exited by ESC.
2. Fixed an issue where the View button was displayed incorrectly when the communication with Trading Post was established and stopped.
3.Fixed a problem that caused the mistake in Build Time in construction queue of Capital Shipyard II.
